What Temperature Should a Commercial Refrigerator or Freezer Be in Canada?

In Canada, a commercial refrigerator must hold food at 4°C (40°F) or colder, and a commercial freezer must stay at -18°C (0°F) or colder. These limits come from Health Canada's national food safety guidance and are enforced by provincial public health inspectors. The reason for this is the food danger zone, the range between 4°C and 60°C where bacteria multiply fastest, doubling roughly every 20 minutes. Pharmacy and vaccine refrigerators follow a separate, tighter standard of 2°C to 8°C set by the Public Health Agency of Canada. Keeping each unit in its correct range is the difference between passing an inspection and facing a discard order, a fine, or a temporary closure.

The Danger Zone: Why 4°C and -18°C Is The Sweet Spot

Refrigeration doesn’t necessarily stop bacterial growth, but it slows it down enough to keep food safe for typical storage periods. Freezing at -18°C or colder halts bacterial growth almost entirely. The two numbers to memorize are 4°C for cold-holding (reach-ins, walk-ins, undercounter units, prep tables) and -18°C for freezing (reach-in freezers and chest storage freezers). It’s best to treat these numbers as ceilings, not averages. A unit should stay under these numbers, even during a dinner rush when the door is opening every few minutes. Potentially hazardous food must not sit in the danger zone for more than two hours, and that time is cumulative. Because door openings and overstocking raise internal temperatures, most operators set units a degree or two below 4°C to build in a safety margin. We usually recommend operators set their refrigerators between 2°C and 4°C. Luckily, almost all commercial refrigeration and freezing equipment has a digital controller included, which will allow you to easily check on the temperature of the unit throughout the day.

What Health Inspectors Check

In Ontario: commercial refrigeration is governed by Ontario Regulation 493/17 (Food Premises). under the Health Protection and Promotion Act. It requires cold-holding at or below 4°C, freezers at or below -18°C, and hot holding at or above 60°C, all maintained and logged. There is one detail that catches operators off guard: inspectors take actual food temperatures with a calibrated probe thermometer, not just the temperature reading on the digital controller. A unit that “shows” 4°C can still fail if the food inside is warmer. Non-compliance can mean an order to discard inventory, fines, or a restaurant or store closure until the issue is corrected. A twice-daily temperature log is the simplest way to prove compliance. This is also why we recommend adding a simple thermometer inside the unit itself as a back-up. Correct Storage Temperatures by Food Type

While 4°C is the legal ceiling, several products hold best in specific zones within that range. Storing them accordingly protects quality and shelf life, not just safety:

Vaccine and Pharmacy Refrigerators Have a Different Standard

If you store vaccines, the food-service rules do not apply. The Public Health Agency of Canada requires refrigerated vaccines to be held between 2°C and 8°C, and guidance recommends setting the unit to roughly 5°C, the middle of that range, for the best margin against temperature swings. This is why a standard commercial refrigerator isn’t acceptable for a pharmacy or clinic.
