Are restaurants required to have a first aid kit in Ontario?

In most cases, yes. How do you use sanitizer test strips in a restaurant?

Dip a strip into your sanitizer solution and compare the color to the chart. Check at the start of every shift and whenever you mix a fresh batch, since sanitizer weakens as it's used. The strip has to match your sanitizer: the All Points chlorine test strips read chlorine only, not quat, so pick the strip for whatever you actually use. If you run a quat sanitizer, water hardness matters because hard water can weaken it, and the All Points 851259 Test Water Hardness Strips read 0 to 425 PPM in 15 seconds. The All Points 8018684 Test PH Strips measure the acidity of a liquid solution. Your local public health unit sets the target concentration, so check it against the label on your sanitizer.

How do you know when to change fryer oil?

Start with the oil itself: dark color, heavy foaming, a burnt smell, or smoke at normal frying temperatures all mean it's past its best. Test strips take the guesswork out.
